If not, you can extract the file from the temp-folder like shown in the video-guide above.

Note, you must be running the Steam-version of the ESO-launcher without actually installing for the temp-folder to appear. I uninstalled ESO, and also deleted any leftover files. I especially made sure that the old steam-version of the ESO launcher and setup files was deleted. I placed the ESO-launcher I located in step 1 into the game directory. I reinstalled the game through Steam.
